Bush used the children's television program Mr. Rogers' Neighborhood to scramble/confuse young victims' (like Kelly's) memory of contact with him and his sexual abuse. His physical resemblance to TV's Fred Rogers was deliberately exaggerated by his choice of clothes and mannerisms, and is further compounded by his developed vocal impersonation.
